No public agency other than the department of financial institutions may adopt or enforce a rule or other regulation that would have the effect of prohibiting, restricting, or impairing the ability of an individual or business to do any of the following:

1. (1) Operate a node for the purpose of connecting to a blockchain protocol and participating in the operation of the blockchain protocol.
2. (2) Develop software on a blockchain protocol.
3. (3) Transfer digital assets to another individual or business using a blockchain protocol.
4. (4) Participate in staking on a blockchain protocol.
