As used in this chapter, "loan insurer" means:

1. (1) an agency, a department, an administration, or an instrumentality, corporate or otherwise, of or in the United States Department of Housing and Urban Development;
2. (2) the Farmers Home Administration of the United States Department of Agriculture;
3. (3) the United States Department of Veterans Affairs;
4. (4) a private mortgage insurance company; or
5. (5) a public or private agency that insures or guarantees loans.
