As used in this chapter, "trade mission" means a planned tour of business locations, all of which are:

1. (1) located in or outside the United States; and

2. (2) recommended by:

   1. (A) the United States Department of Commerce Foreign Commercial Service;
   2. (B) the United States Department of Agriculture Foreign Agriculture Service; or
   3. (C) the corporation.
