1. (a) This section does not apply to a political subdivision.

2. (b) A governmental body purchasing paper products shall purchase recycled paper products if all of the following apply:

   1. (1) Recycled paper products are available at the time of a purchase.
   2. (2) It is economically feasible to purchase recycled paper products.

   3. (3) The purchase of recycled paper products is not inappropriate because of:

      1. (A) federal regulations or policy in matters involving the federal government; or
      2. (B) the special requirements of scientific uses.
