"Governmental body" means an agency, a board, a branch, a bureau, a commission, a council, a department, an institution, an office, or another establishment of any of the following:

1. (1) The executive branch.
2. (2) The judicial branch.
3. (3) The legislative branch.
4. (4) A political subdivision.
