1. (a) As used in this section, "local unit" means a county, city, or town.

2. (b) Beginning January 1, 2027, and January 1 of each year thereafter, a local unit shall report the following information to the authority and the executive director of the legislative services agency, in an electronic format under IC 5-14-6 , regarding the status of housing in the local unit for the prior calendar year:

   1. (1) The average and median home sale prices and the year over year change.
   2. (2) The median rent prices and year over year change.
   3. (3) The number of residential dwelling units constructed and occupied in total and by type.

   4. (4) The percentage of new residential dwelling units constructed that are listed at each of the following:

      1. (A) Eighty percent (80%) or less of the local unit's median income.
      2. (B) Eighty-one percent (81%) to one hundred nineteen percent (119%) of the local unit's median income.
      3. (C) One hundred twenty percent (120%) or more of the local unit's median income.
3. (c) A local unit shall use applicable data and information from the 2025 calendar year as a reference point for the information required for the January 1, 2027, report under subsection (b).

4. (d) The authority must compile and publish on the authority's website an annual report of the information reported by local units under subsection (b) that includes at least the following:

   1. (1) Regional comparisons of the information provided under subsection (b).
   2. (2) An evaluation of the outcomes of housing legislation enacted during the 2026 legislative session.
