1. (a) An award to a claimant under this chapter:

   1. (1) may not exceed fifteen thousand dollars ($15,000); and
   2. (2) may not cover the first one hundred dollars ($100) of the claim.
2. (b) The part of an award covering an unpaid bill shall be made payable to the service provider.
