1. (a) This article:

   1. (1) applies to:

      1. (A) the IFA;
      2. (B) the NWIRDA; and

      3. (C) the NICTD;

         only when acting for the purposes set forth in this article; and

   2. (2) does not apply to:

      1. (A) the IFA;
      2. (B) the NWIRDA; or

      3. (C) the NICTD;

         when acting under any other statute for any other purpose.

2. (b) This article does not apply to a transit development district established by the NWIRDA under IC 36-7.5-4.5 .
