The authority shall use a priority ranking system in making loans and providing other financial assistance under this chapter based on the following:

1. (1) Socioeconomic distress in an area, as determined by the poverty level and unemployment rate in the area.
2. (2) The technical evaluation under section 4(a)(8)(A), 4(a)(8)(B), and 4(a)(8)(C) of this chapter.

3. (3) Other factors determined by the authority, including the following:

   1. (A) The number and quality of jobs that would be generated by a project.
   2. (B) Housing, recreational, and educational needs of communities.
   3. (C) Any other factors the authority determines will assist in the implementation of this chapter.
