Notwithstanding any other provision in this article, IC 5-10.2 , IC 5-10.3 , or IC 5-10.4 , the board may not, before January 1, 2017, enter into an agreement with a third party provider to provide annuities for retiring members of:

1. (1) the public employees' retirement fund; or
2. (2) the teachers' retirement fund.
