A northwest Indiana stadium authority is hereby created as a separate body corporate and politic as an instrumentality of the state to acquire, construct, equip, own, lease, and finance facilities for lease to or for the benefit of the stadium board. The Indiana finance authority shall provide staff support to the board of directors appointed under section 7 of this chapter.
