The authority may:

1. (1) receive and accept from any source loans, contributions, or grants for or in aid of the construction or funding of a project or any part of a project in either money, property, labor, or other things of value; and

2. (2) when required, use the funds, property, or labor only for the purposes for which the money, property, or labor was loaned, contributed, or granted.
