The governor shall designate a person or entity as an affiliate of a foreign terrorist organization if the governor concludes, based on a review of the results of the investigation conducted by the attorney general under section 12 of this chapter and the person's or entity's formal response, that the evidence amassed by the attorney general demonstrates that it is more likely than not that the person or entity is an affiliate of a foreign terrorist organization.
