1. (a) The purpose of this chapter is to permit the authority to promote economic prosperity and employment throughout Indiana through the establishment of a source of funding and insurance to support exports by Indiana businesses, particularly small and medium-sized businesses.
2. (b) To further the purpose set forth in subsection (a), the authority may establish eligibility standards for financial institutions and other program standards without complying with IC 4-22-2 . However, before program standards may be adopted, a public hearing must be held for which notice has been published in a newspaper published in Indianapolis at least ten (10) days before the hearing.
