1. (1) execute contractual agreements;
2. (2) receive money from any source;
3. (3) expend money for an activity appropriate to the purposes of this chapter; and

4. (4) execute agreements and cooperate with:

   1. (A) any other state or federal department or agency;
   2. (B) Indiana political subdivisions; or
   3. (C) any private person or corporation.

   4. (b) The office of rural affairs shall:

      1. (1) develop and direct policy;
      2. (2) coordinate administrative techniques; and

      3. (3) provide assistance;

         to carry out the purposes of the Indiana main street program.

Sec. 3. (a) To carry out the purposes described in section 1 of this chapter, the office of rural affairs may:
