As used in this chapter, "purchase contract" means a contract that:

1. (1) is entered into by the authority and a producer of SNG for the sale and purchase of SNG;
2. (2) has a thirty (30) year term;
3. (3) provides a guarantee of savings for retail end use customers; and
4. (4) contains other terms and conditions determined necessary by the authority.
