"Child care facility project" includes the acquisition of land, site improvements, infrastructure improvements, buildings or structures, rehabilitation, renovation, and enlargement of buildings and structures, machinery, equipment, working capital, furnishings, or facilities (or any combination of these):

1. (1) comprising or being functionally related and subordinate to a child care facility; and

2. (2) not used or to be used primarily:

   1. (A) for sectarian care;
   2. (B) as a place for devotional activities; or

   3. (C) in connection with any part of the program of a:

      1. (i) church;
      2. (ii) school; or

      3. (iii) department of divinity;

         for any religious denomination.
