The commission may impose on a licensee the following civil penalties:

1. (1) Not more than one thousand dollars ($1,000) for the first violation.
2. (2) Not more than two thousand five hundred dollars ($2,500) for the second violation.
3. (3) Not more than five thousand dollars ($5,000) for each additional violation.
