1. (a) All tokens, chips, or electronic cards that are used to make wagers must be acquired from the owner or operating agent of the riverboat:

   1. (1) while present in the riverboat; or

   2. (2) at an on-shore facility that:

      1. (A) has been approved by the commission; and
      2. (B) is located where the riverboat docks.
2. (b) The tokens, chips, or electronic cards may be acquired by means of an agreement under which the owner or operating agent extends credit to the patron.
