As used in this chapter, "economic development payment" means monetary disbursement paid under a development agreement that is:

1. (1) received by a unit of government or any other person; and

2. (2) not paid in legitimate exchange for anything of value, including, without limitation:

   1. (A) a lease;
   2. (B) a purchase order; or
   3. (C) a service contract.
