"Breeder" means any of the following:
- (1) The owner or lessee of a standardbred horse's dam at the time of breeding.
- (2) The owner or lessee of a thoroughbred horse's dam at the time of foaling for thoroughbreds. The commission shall recognize the breeder of a horse as the person designated as such on the Jockey Club Certificate of Registration for the horse.
- (3) The owner or lessee of a quarter horse's dam at the time of the dam's registration with the commission.
