"Veterinarian" means a veterinary practitioner who:

1. (1) either:

   1. (A) holds a license or a special permit issued by the Indiana board of veterinary medical examiners to practice veterinary medicine in Indiana; or

   2. (B) is:

      1. (i) exempt from the licensing and special permit requirements of IC 25-38.1-3 (as described in IC 25-38.1-3-1 (b)); and
      2. (ii) appointed by the commission under IC 4-31-12-6 (a)(1) to take or supervise the taking of biological samples; and
2. (2) is authorized by the holder of a permit to practice at a racetrack.
