"Breeder" means any of the following:

1. (1) The owner or lessee of a standardbred horse's dam at the time of registration with the commission.
2. (2) The owner or lessee of a thoroughbred horse's dam at the time of registration with the commission.
3. (3) The owner or lessee of a quarter horse's dam at the time of registration with the commission.
