1. (a) A person who, without written authorization of the commission, operates a lottery courier service commits a Class A misdemeanor.

2. (b) This section does not require the commission to:

   1. (1) authorize a lottery courier service; or
   2. (2) create a legal right to operate a lottery courier service.
