A prize may not be paid if it arises from tickets that are determined to be:

1. (1) stolen, counterfeit, altered, fraudulent, unissued, produced or issued in error, or unreadable;
2. (2) not received or not recorded by the commission's applicable deadlines;
3. (3) lacking in captions that confirm and agree with the lottery play symbols that are appropriate to the lottery game involved; or
4. (4) not in compliance with any additional specific rules and public or confidential validation and security tests of the commission applicable to the particular lottery game involved.
