A state agency may not:

1. (1) apply for federal assistance;
2. (2) accept federal assistance;
3. (3) submit or accept amendments for federal assistance; or

4. (4) make expenditures with state funds in anticipation of federal assistance;

   unless the state agency has received approval to do so from the budget agency.
