The state library shall prepare, collect, edit, publish, and distribute such information bulletins, periodicals, statistical compilations, catalogs, or other publications concerning:

1. (1) the Indiana state library or its collections, materials, or services;
2. (2) the organization, administration, and maintenance of libraries; or

3. (3) libraries and librarianship;

   as may be considered proper.
