The commission may do the following:

1. (1) Designate and appoint members to subcommittees in accordance with section 6 of this chapter.
2. (2) Transact business and enter into contracts that support the commission's purposes.
3. (3) Apply for, receive, and disburse gifts, contributions, and grants of funds or in-kind services.
4. (4) Adopt, rescind, and amend bylaws to regulate the conduct of the commission's business.
5. (5) Assign duties to the commission's officers under the commission's bylaws.
