As used in this chapter, "vulnerable population" includes:

1. (1) individuals receiving services:

   1. (A) under IC 12 ;
   2. (B) from the department of child services established by IC 31-25-1-1 ;
   3. (C) through the criminal justice system or the juvenile justice system;
   4. (D) from the department of education as students who are at risk or exceptional learners; and
   5. (E) from the department of workforce development;
2. (2) young persons of color; and
3. (3) other individuals recognized by the board as members of a vulnerable population.
