If the commissioner finds that another agency cannot use the property, the property may be:

1. (1) transferred to a political subdivision under section 10 of this chapter;
2. (2) transferred to a public utility under section 10.5 of this chapter; or
3. (3) sold under sections 11 through 16 of this chapter.
