As used in this chapter, "division of the service" means any of the following that are subject to this chapter and whose positions are under the same appointing authority:

1. (1) A state department.
2. (2) A division or branch of a state department.
3. (3) An agency of the state government.
4. (4) A branch of the state civil service.
