1. (a) As used in this section, "laboratory facilities" means land, buildings, structures, improvements and equipment, and related facilities for the use and occupancy of state agencies and the state department of toxicology.
2. (b) The general assembly finds that the state needs the construction, equipping, purchasing, leasing, renovation, refurbishing, or alteration of laboratory facilities for the use of agencies of the state, including the state police department created by IC 10-11-2-4 , the state department of health established by IC 16-19-1-1 , and, notwithstanding section 1 of this chapter, the state department of toxicology of the Indiana University School of Medicine established under IC 21-45-3-1 .
3. (c) The general assembly finds that the state will have a continuing need for use and occupancy of the laboratory facilities.
4. (d) The general assembly authorizes the state office building commission to provide under this chapter and IC 4-13.5-4 the laboratory facilities, including the borrowing of money or the issuance and sale of bonds, or both, under IC 4-13.5-4 .
5. (e) This section codifies P.L.224-2003, SECTION 112.

6. (f) This section does not authorize any:

   1. (1) construction; or

   2. (2) issuance of bonds or other evidences of indebtedness;

      other than authorized by P.L.224-2003, SECTION 112.
