1. (a) The department may receive gifts and grants under terms, obligations, and liabilities that the commissioner considers appropriate.

2. (b) The commissioner shall use a gift or grant received under subsection (a):

   1. (1) to carry out this chapter; and
   2. (2) according to the terms of the gift or grant.
