(b) The traffic engineer must:

1. (1) have a thorough knowledge of modern traffic control methods;
2. (2) be able to supervise and coordinate diversified traffic engineering activities and prepare engineering reports; and

3. (3) either:

   1. (A) be a registered professional engineer who has practiced traffic engineering for at least one (1) year;
   2. (B) have a certificate of engineer-in-training under IC 25-31 and have practiced traffic engineering for at least two (2) years; or

   3. (C) have practiced traffic engineering for at least ten (10) years.

      A person must furnish evidence of the person's qualifications under this subsection before the person may be appointed by the executive.
