As used in this chapter, "system" means any of the following:

1. (1) A computer (as defined in IC 36-8-15-4 ).
2. (2) A communications system (as defined in IC 36-8-15-3 (1)).
3. (3) Mobile or remote equipment that is coordinated by or linked with a computer or communication system.

4. (4) Upon the request of:

   1. (A) the fiscal body of an eligible entity having a fiscal body; or

   2. (B) the governing body of an eligible entity not having a fiscal body;

      security services provided by human or nonhuman means.
