A municipality may:

1. (1) regulate the parking or standing of vehicles upon or off any public way in the municipality; and

2. (2) provide for the collection of license fees from a person parking or standing a vehicle upon or off any public way in the municipality;

   by the use of parking meters. Regulations and fees under this section must be established by ordinance.
