As used in this chapter, "appointing authority" means:

1. (1) the chief executive officer, board, or other entity of a police department with authority to appoint and hire a member of the police department; or
2. (2) the chief executive officer, board, or other entity of a fire department with authority to appoint and hire a member of the fire department.
