- (a) The chairperson is the presiding officer at the meetings of the board. The vice chairperson shall preside if the chairperson is unable to serve at a meeting of the board. The chairperson shall prepare, certify, and authenticate all proceedings, minutes, records, rules, and regulations of the board.
- (b) The board has the general power to organize its work and to enforce and administer this chapter.
- (c) After its initial meeting, the board meets at the call of the chairperson.
