1. (a) The state board of accounts shall audit the fund to determine whether the fund is being managed in accordance with this chapter.

2. (b) In conjunction with the board's review under section 38(d) of this chapter of the state board of accounts' audit of PSAPs, the board shall review 911 service in Indiana, including the collection, disbursement, and use of the statewide 911 fee assessed under section 32 of this chapter. The purpose of the review is to ensure that the statewide 911 fee:

   1. (1) does not exceed the amount reasonably necessary to provide adequate and efficient 911 service; and
   2. (2) is used only for the purposes set forth in this chapter.
