The designating body may, by resolution or ordinance adopted by the designating body, designate a stadium development district in the city. Any such resolution or ordinance adopted by the designating body shall include:

1. (1) a description of the stadium development district;
2. (2) the term of the stadium development district; and

3. (3) the plan for the stadium development district which shall conform to the requirements of section 18 of chapter.

   The boundaries of the stadium development district may not extend beyond the corporate boundaries of the city and may not include any territory that is within the professional sports development area. The designating body may not designate any more than one (1) stadium development district in the city.
