As used in this chapter, "executive" means the following:

1. (1) In the case of a county that does not have a consolidated city, the president of the board of county commissioners.
2. (2) In the case of a county having a consolidated city, the mayor.
3. (3) In the case of a city, the mayor.

4. (4) In the case of a town that:

   1. (A) does not have a mayor, the president of the town council; or
   2. (B) does have a mayor, the mayor.
