1. (a) If a unit fails to meet the deadlines set forth in this chapter, the unit shall:

   1. (1) forfeit any regulatory fee owed by the applicant; and

   2. (2) refund any regulatory fee that has been paid by the applicant;

      to the unit.

2. (b) This section does not apply if a unit fails to meet a deadline set forth in this chapter as a result of a delay described in section 23 of this chapter.
