A housing authority may:

1. (1) sue and be sued;
2. (2) have and alter a seal;
3. (3) make and execute contracts and other instruments necessary or convenient for the exercise of its powers; and

4. (4) adopt bylaws and rules, consistent with this chapter, to carry out its powers and purposes.
