1. (a) The commission may establish and select the members of an advisory board to assist the commission in governing the improvement and maintenance district. The commission shall determine:

   1. (1) the size and composition of the board; and
   2. (2) the powers and duties of the board.
2. (b) More than one-half (1/2) of the members of the board must be property owners in the improvement and maintenance district.
