(a) The redevelopment commission may prepare a workable program:

1. (1) to use private and public resources to eliminate and prevent the conditions described in IC 36-7-1-3 in urban areas;
2. (2) to encourage needed urban rehabilitation;
3. (3) to provide for the redevelopment of areas needing redevelopment; or
4. (4) to undertake any feasible activities that are suitably employed to achieve the objectives of such a program.

(b) A program established under subsection (a) may include an official plan of action for:

1. (1) effectively dealing with the problem of areas needing redevelopment within the community; and

2. (2) the establishment and preservation of a well planned community with well organized residential neighborhoods of decent homes and suitable living environment for adequate family life.
