The commission shall develop a priority ranking system for making environmental grants under this chapter based on the following:

1. (1) The comprehensive environmental master plan.
2. (2) Socioeconomic distress in an area, as determined by the poverty level and unemployment rate in the area.
3. (3) The technical evaluation by the department of environmental management under section 22 of this chapter.

4. (4) Other factors determined by the commission, including the following:

   1. (A) The number and quality of jobs that would result from reuse of the qualifying property.
   2. (B) Housing, recreational, and educational needs of communities.
   3. (C) Any other factors the commission determines will assist in the implementation of this chapter.
