1. (a) The commission shall keep complete minutes of meetings. The minutes must reflect the following:

   1. (1) Action taken by the commission.
   2. (2) The reasons for the action.
   3. (3) The factors considered by the commission in taking the action.
2. (b) Copies of the minutes of a meeting shall be provided to a person requesting a copy.

3. (c) An interested party who desires a transcript of a matter heard by the commission may, at the interested party's expense, have a transcript prepared.
