As used in this chapter, "subject property" means Meridian Street or bordering property or existing or proposed construction on the property:

1. (1) that is the subject of:

   1. (A) a filing made with;
   2. (B) a hearing or meeting of; or

   3. (C) an appeal from;

      the commission; or

2. (2) with respect to which there is claimed to be a violation of this chapter.
