The county executive shall certify the resolution to:

1. (1) the county fiscal body;
2. (2) the township legislative body;
3. (3) the township executive; and

4. (4) the clerk of the court in which the action is filed under IC 5-8-1-35 ;

   not later than ten (10) days after the date the resolution is adopted or the resolution is void.
