The city legislative body may by ordinance establish the position of deputy mayor, who serves as the city executive's deputy. The ordinance must:

1. (1) provide that the deputy is appointed by and serves at the pleasure of the executive; and

2. (2) set forth all the powers of the deputy, which may not exceed the powers of the executive.
